When does the believer rely on supplication alone without taking the means?

Machine translationRead the Arabic original
The questioner : Shaykh, may Allah reward you. Does one act upon what is reported in the authentic narrations about those two men from the Children of Israel, where one borrowed from the other and then found no means to reach his debt in its due time, so he threw it into the sea, relying solely on Allah, especially if the amount is large?

The Shaykh : Now, regarding the means.

The questioner : If the means are cut off?

The Shaykh : If the means are completely cut off, let him take the nearest path, and let him supplicate to Allah. Relying on pure supplication without taking the means is only when the means are cut off. Allah the Exalted may connect him to it by whatever He wills, through the angels or otherwise. But as long as the servant is able to take the means, he is commanded to do so. Yes.

The student: Inheritance.

The Shaykh : Fara'id.
The reader: "And with their power, action is performed. The evidence that the servant's action is by his choice and power is several matters. The first is His saying, the Exalted:
so come to your place of cultivation however you wish فأتوا حرثكم أنى شئتم
[Al-Baqarah 2:223]
, and His saying:
And if they had intended to go forth, they would have prepared for it [some] preparation ولو أرادوا الخروج لأعدوا له عدة
[At-Tawbah 9:46]
, thereby establishing for the servant the coming of it by His will and the preparation of it by his intention"
