The verses include cosmic and legislative signs; lightning is a cosmic sign:
It is He who shows you lightening, [causing] fear and aspiration
هو الذي يريكم البرق خوفا وطمعا [Ar-Ra'd 13:12]

sends down to you from the sky, provision
وينزل لكم من السماء رزقا [Ghafir 40:13]
The sending down is from above, and here He said:
From the sky
من السماء
which is the height. The sky here does not refer to the preserved sky, the raised ceiling, but rather to the height, as Allah the Exalted said:
and the clouds controlled between the heaven and the earth
والسحاب المسخر بين السماء والأرض [Al-Baqarah 2:164]
And His saying:
provision
رزقا
means water by which provision is brought forth. So what descends is water by which provision is brought forth; it is itself provision:
(68) And have you seen the water that you drink? (69) Is it you who brought it down from the clouds, or is it We who bring it down?
أفرأيتم الماء الذي تشربون أأنتم أنزلتموه من المزن أم نحن المنزلون [Al-Waqi'ah 56:68-69]
and by it provision is brought forth.
and bring forth thereby [some] of all the fruits
فأخرجنا به من كل الثمرات [Al-A'raf 7:57]
The fruits are provisions, and water is a provision that is drunk, so it is provision in every case. And the precedence of the signs over the sending down of provision from the sky is evidence that the religious blessing is more important and greater than the worldly blessing. Yes,
sends down to you from the sky, provision. But none will remember except he who turns back [in repentance].
وينزل لكم من السماء رزقا وما يتذكر إلا من ينيب [Ghafir 40:13]
