Question: From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz to the honorable brother / M. N. S. 'A., may Allah guide him to what pleases Him. Amen.
Peace be upon you, and Allah's mercy and blessings. As for what follows:
Your question reached me through the Al-Jazirah newspaper, and its text is:
That your brother passed away and left amounts with some people, and these monies were collected and are now with you, and you wish to spend them on charitable projects, and you have performed Hajj on his behalf from your own wealth... and so on.

Answer: Your performance of Hajj on his behalf from your own wealth is sufficient, and it discharges the obligation upon him. May Allah reward you with good and multiply your reward.
As for the aforementioned monies, it is obligatory to distribute them among the heirs. If there is any difficulty for you regarding a bequest or otherwise, refer to the court, and what the court deems sufficient is sufficient, if Allah wills.
May Allah guide everyone to what pleases Him. And peace be upon you, and Allah's mercy and blessings.
