Answer:
He prays with tayammum (dry ablution with clean earth) if he has no water:
and find no water, then seek clean earthفَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا
[Surat al-Nisa: 43] unless he is near water and goes to it, and tayammum (dry ablution with clean earth) is not permissible as long as the time remains.
Q: If water becomes available during the prayer, does he break it off?
The Shaykh: The most likely view is that he breaks off the prayer and performs wudu' (the ablution for prayer); due to the generality of His saying:
and find no water, then seek clean earthفَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا
[Surat al-Nisa: 43] If water is found during the prayer and becomes available to him, he breaks it off, performs wudu' (the ablution for prayer), and then resumes the prayer.
