No, it is not permissible for adornment; because adornment is a means to drinking from them, and the Shari'ah came to block the means to harm. Then His saying:
They are for them in this world, and for you in the Hereafterهما لهم في الدنيا، ولكم في الآخرة
Sunan ad-Darimi 9:44
indicates that we have no attachment to them at all, but rather they are for the disbelievers, meaning that they consider them lawful and use them, whereas the Muslim does not. Included in this are spoons and plates: tea plates, coffee plates, and the spoons used to take the broth, and the like of that, all of which are a type of vessel.
