Answer:
The beginning of the time is when it is "at its time." However, if one prays it during the time or at the end of the time, it is valid, and there is no sin on him. But praying it at the beginning of the time, as the Prophet (peace and blessings be upon him) did, by observing the beginnings of the times, is the best, except in specific issues that are excluded:
Such as the issue of intense heat during the midday prayer, where it is better to cool off before praying it.
And like the night prayer, if they do not gather, it is prescribed for him to consider them until they gather, as Jabir said: The Prophet (peace and blessings be upon him) would hasten when he saw them gathering, and delay when he saw them slowing down, meaning in the night prayer. Or for other reasons that necessitated it, where the imam or the one in authority saw it for a reason that occurred, so he delayed it for the sake of that occurring matter.
Otherwise, the principle is to observe the beginning of the time, but observing the beginning of the time should be with consideration for a time that allows for ablution and relieving oneself, meaning after the beginning of the time by a quarter of an hour or half an hour, to accommodate this so that people can perform ablution and arrive at the mosque.
