He said, may Allah have mercy on him: “Chapter on the Permissibility of Cursing the Unspecified Perpetrators of Sins. Allah the Exalted said:[Hud 11:18]
And He said:[Al-A'raf 7:44]
And it is established in the authentic collections that the Messenger of Allah (peace and blessings be upon him) said:
And that he said:
And that he cursed the image-makers
And that he said:Sahih Muslim 1978a meaning its boundaries
And that he said:Sunan Ibn Majah 2583Sahih (Darussalam)

And that he said: and these are three Arab tribes

The author, may Allah have mercy on him, said in his book *Riyad al-Salihin*, when he mentioned the prohibition of cursing a specific person, that it is not permissible to curse a specific person, even if he is a disbeliever, as long as he is alive, because you do not know; perhaps Allah, Mighty and Majestic, will guide him and he will return to Islam if he is an apostate, or he will become a Muslim if he is an original disbeliever.
After that, may Allah have mercy on him, he mentioned a chapter on the permissibility of cursing the unspecified perpetrators of sins, because there is a difference between the specific and the general. It is permissible to curse the perpetrators of sins in a general sense, provided that it does not target a specific person.
Then he provided evidence with verses and hadiths, may Allah have mercy on him, including the saying of Allah the Exalted:[Hud 11:18] and His saying: [Al-A'raf 7:44] And based on this, it is permissible for you to say, “O Allah, curse the wrongdoers,” in a general sense, not referring to one specific person, so that it includes every wrongdoer.

This is regarding neighbors; if a person, for example, has a neighbor in a piece of land and he alters the boundary markers, taking some of his neighbor’s land into his own, then he is cursed by the tongue of the Prophet (peace and blessings be upon him and his family). And despite being cursed, may Allah protect us from that, he will be required on the Day of Resurrection to carry what he took from his neighbor’s land on his neck from seven lands. The Prophet (peace and blessings be upon him) said:Sahih Muslim 1610a We ask Allah for safety and seek refuge in Allah from disgrace and shame. He will come on the Day of Resurrection carrying what he took from the lands of others from seven lands.
Likewise, the Prophet (peace and blessings be upon him) cursed the one who curses his parents. If a person says to his mother or father, “May Allah curse you” or “May the curse of Allah be upon you,” then he deserves the curse of Allah, because the parents have the right to be treated with kindness, goodness, and gentle speech. Abu Tufail reported: We said to 'Ali b. Abi Talib: Inform us about something which Allah's Messenger (ﷺ) told you in secret, whereupon he said: He told me nothing in secret which he bid from people, but I heard him say: Allah cursed him who sacrificed for anyone besides Allah; and cursed him who accommodated an innovator; and Allah cursed him who cursed his parents and Allah cursed him who changed the boundary lines (of the land possessed by him).

Allah cursed the Jews for they took the graves of their prophets as places for worship.
لعن الله اليهود اتخذوا قبور أنبيائهم مساجدAnd that he cursed the men who imitate women and the women who imitate men
