Q: The brother: A. 'A- from Makkah al-Mukarramah says in his question: If you, O Shaykh, notice negligence in the work of one of the employees in the administration, or corruption in his character, is it permissible for me to report him to the official in the administration?
A: It is prescribed for you to advise him, direct him to good, and urge him to fulfill the trust. If he does not comply, it is obligatory to report him to the competent authority; because of the saying of Allah (Glorified and Exalted is He) : [Al-Ma'idah: 2] and the saying of the Prophet (peace and blessings be upon him): three times. It was said: For whom, O Messenger of Allah? He said: Sahih Muslim 55a It was narrated by Muslim in his Sahih. And success is from Allah.
