Q: From verse 76 to verse 78 of Surat al-Tawbah, if a focused exegesis of the verses is possible. And does this apply to a servant who made a covenant with Allah to abandon a certain sin and spoke harshly, saying that Allah would be displeased with and angry at him if he were to return to it?

A: The verses referred to are the saying of Allah the Exalted regarding the hypocrites:
But when he gave them from His bounty, they were stingy with it and turned away while they refused.فَلَمَّا آتَاهُمْ مِنْ فَضْلِهِ بَخِلُوا بِهِ وَتَوَلَّوْا وَهُمْ مُعْرِضُونَ ۝
[At-Tawbah 9:76]
So He made hypocrisy follow in their hearts until the Day they will meet Him, for having broken their covenant with Allah and for having been liars. Do they not know that Allah knows their secrets and their private conversations, and that Allah is the Knower of the unseen? [al-Tawbah: 76 - 78]. They indicate that whoever makes a covenant with Allah to do something and then breaks his covenant has thereby adopted the characteristics of the hypocrites, and that he is in great danger of being punished with hypocrisy in his heart as a recompense for breaking his promise and lying. And He, Glorified and Exalted is He, warns His servants against the characteristics of the hypocrites, and He, Glorified and Exalted is He, encourages them to be truthful and to fulfill covenants. He, Glorified and Exalted is He, makes it clear to them that He knows their secrets and their private conversations, and nothing of their affairs is hidden from Him. This does not preclude repentance; so whoever repents to Allah, Glorified and Exalted is He, with sincere repentance, Allah will accept his repentance from all sins, whether they be disbelief or hypocrisy or less than that. As He, Glorified and Exalted is He, said:
But indeed, I am the Perpetual Forgiver of whoever repents and believes and does righteousness and then continues in guidance.وَإِنِّي لَغَفَّارٌ لِمَنْ تَابَ وَآمَنَ وَعَمِلَ صَالِحًا ثُمَّ اهْتَدَى
[Ta-Ha: 82]. And He, Mighty and Majestic, said:
And turn to Allah in repentance, all of you, O believers, that you might succeed.وَتُوبُوا إِلَى اللَّهِ جَمِيعًا أَيُّهَا الْمُؤْمِنُونَ لَعَلَّكُمْ تُفْلِحُونَ
[al-Nur: 31]. And He, Glorified and Exalted is He, said:
Say, "O My servants who have transgressed against themselves [by sinning], do not despair of the mercy of Allah. Indeed, Allah forgives all sins. Indeed, it is He who is the Forgiving, the Merciful."قُلْ يَا عِبَادِيَ الَّذِينَ أَسْرَفُوا عَلَى أَنْفُسِهِمْ لا تَقْنَطُوا مِنْ رَحْمَةِ اللَّهِ إِنَّ اللَّهَ يَغْفِرُ الذُّنُوبَ جَمِيعًا إِنَّهُ هُوَ الْغَفُورُ الرَّحِيمُ
[al-Zumar: 53]. The scholars have agreed that this verse is regarding those who repent. It is authentic from the Messenger of Allah (peace and blessings be upon him) that he said:
The one who repents from sin is like one who did not sin.التائب من الذنب كمن لا ذنب له

. It is also authentic from him (peace and blessings be upon him) that he said:
(embracing) Islam wipes out all that has gone before it (previous misdeeds). Verily, emigration wipes out all the previous sinsالإسلام يهدم ما كان قبله، والتوبة تهدم ما كان قبلها
