A: If the mu'adhdhin does not call the adhan at the beginning of the time, it is not prescribed for him to call it afterwards if there are other mu'adhdhins in the place who have fulfilled the requirement. However, if the delay is slight, there is no harm in his calling it. But if there is no one else in the town besides him, it is obligatory for him to call the adhan even if some of the time has passed; because the adhan in this case is a collective obligation (fard kifayah), and no one else has performed it, so it becomes obligatory upon him; because he is the one responsible for it; and because people are usually waiting for it.
