Question:
Your Eminence, as messages reach this program from some of our sisters, they take this matter beyond what it can bear. A woman may circumambulate the House while she is excused by the Shari'ah, and she may refrain from eating and drinking and appear to be fasting, while she is excused by the Shari'ah. I hope for an expanded word on this matter. May Allah reward you with good.

Answer:
This is not permissible. She has no right to circumambulate while she is menstruating, and she has no right to pray while she is menstruating, for the sake of modesty. All of this is reprehensible. However, something like her not attending with them when they gather to eat, out of modesty, or something similar to that which does not involve a religious prohibition, is fine. But for her to pray while she is menstruating, or to circumambulate while she is menstruating, or to sit in the mosque while she is menstruating; this is not permissible. Do not do what is reprehensible, and the Prophet (peace and blessings be upon him) prohibited it for the menstruating woman.
As for her being, for example, too modest to sit with them to drink coffee, or drink tea, or eat; she goes to another place out of modesty from her husband's brothers, or from Zayd, or 'Amr, or from her father, or from her brother.
The point is: if it is modesty that does not lead to a reprehensible act, then yes.
