Answer:
Speaking with men for the sake of greeting or other matters is permissible, provided it is done without submission in speech, but with ordinary speech, without submission, without rudeness, and without bad words, but with moderate speech that contains no submission. Allah the Exalted said in His great Book:
O wives of the Prophet, you are not like anyone among women. If you fear Allah, then do not be soft in speech [to men], lest he in whose heart is disease should covetيَا نِسَاءَ النَّبِيِّ لَسْتُنَّ كَأَحَدٍ مِنَ النِّسَاءِ إِنِ اتَّقَيْتُنَّ فَلا تَخْضَعْنَ بِالْقَوْلِ فَيَطْمَعَ الَّذِي فِي قَلْبِهِ مَرَضٌ
[Al-Ahzab:32], meaning: softness of desire
but speak with appropriate speech.وَقُلْنَ قَوْلًا مَعْرُوفًا
[Al-Ahzab:32].
So He, Glorified and Exalted is He, permitted speech that is known to be good, and prohibited submission in speech. Therefore, if a woman speaks to a man, such as her husband's brother, her cousins, her neighbors, or her sisters' husbands, it should be with good, known speech that contains no submission, and no rudeness or harshness. She begins with the greeting and returns the greeting, while avoiding the causes of fitnah (trial, discord or temptation), maintaining hijab (the covering prescribed for women), and avoiding the causes of fitnah.
As for shaking hands, no, it is not permissible for a woman to shake hands with a man who is not a mahram (a relative one may not marry) for her. The Prophet (peace and blessings be upon him) said:
But I do not shake hands with women.إني لا أصافح النساء

And Aisha (may Allah be pleased with her) said:
By Allah, the hand of the Messenger of Allah (peace and blessings be upon him) never touched the hand of a woman, ever; he only took their pledge of allegiance by speech.والله ما مست يد رسول الله يد امرأة قط ما كان يبايعهن إلا بالكلام

So it is obligatory for the believing man and the believing woman to fear Allah in everything, and to be cautious of what Allah has forbidden in all aspects, whether in speech or otherwise. So the believer is restrained by the Shari'ah (Islamic sacred law) in his speech and his action, and the believing woman likewise, is restrained by the Shari'ah in her speech and her action. Yes.
