Answer: It is permissible to pick up the pebbles from Muzdalifah and from the rest of the Haram. It is the custom of the common people that they pick up all the pebbles from Muzdalifah, and this has been narrated from some of the Salaf. However, it is better not to do so. The Messenger of Allah (peace and blessings be upon him) only picked up seven on the day of the festival—the morning of the festival. Ibn Abbas picked them up for him, and the Messenger of Allah (peace and blessings be upon him) gave them to him. He would hold them in his hand and say:
Like these. And beware of going to extremes in religious matters, for those who came before you were destroyed because of going to extremes in religious matters.أمثال هؤلاء فارموا، وإياكم والغلو في الدين فإنما أهلك من كان قبلكم الغلو في الدين

Seven; he did not pick up anything but the seven. They are like the small pebbles of al-khadhf, meaning like the dung of sheep that is not large, meaning the dung of sheep that is not big. This is the pebble of al-khadhf: larger than chickpeas and smaller than hazelnuts. One throws the pillar with them on the day of the festival. If he picks them up from Mina, that suffices. The apparent meaning of the hadith is that they were picked up for him from Mina (peace and blessings be upon him). Every day, twenty-one pebbles from Mina for the three pillars: the eleventh and the twelfth, and so on, the thirteenth for those who do not hasten. Yes.
And among the things in which the common people may err: when they reach Muzdalifah, they occupy themselves with picking up pebbles before the prayer and before everything else. This is an error with no basis. If he prays and is free and has eaten his evening meal, if he wants to pick them up, there is no harm. And if he leaves them in Mina, that suffices, and praise be to Allah. The point is: the common people overburden themselves in this, and it has no basis. If he picks them up from Muzdalifah, there is no harm after he prays and after he rests. And if he leaves them until he picks them up from Mina, that suffices, and praise be to Allah.
