The Ruling on Delaying Hajj While Having the Ability

Your Eminence! This is a message regarding Hajj. The sender, your brother in Allah, Jabir Yahya al-Shufi al-Maliki, is a man who has not performed Hajj for a long time, even though he possesses the provisions and the means of transport, and he claims that he is unable to perform Hajj. What is his ruling?
Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send blessings and peace upon the Messenger of Allah, upon his family and his Companions, and upon those who follow his guidance.
As for what follows: Hajj to the House of Allah the Sacred is obligatory upon every man and woman who has the ability to undertake the journey to it; because of the saying of Allah, the Exalted:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a wayوَلِلَّهِ عَلَى النَّاسِ حِجُّ الْبَيْتِ مَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلًا
[Al-Imran: 97].
Therefore, the one who possesses the provisions and the means of transport, who has the ability to perform Hajj, but then fails to do so, has committed a great major sin and a great evil. It is obligatory upon him to repent to Allah and to hasten to perform Hajj at the first opportunity that enables him. He has no right to fail to do so or to be lax in it, as long as he is able to perform Hajj with his body and his wealth. This is a matter upon which the people of knowledge have reached consensus, with no disagreement. Indeed, the scholars have reached consensus on the obligation of Hajj with the ability for all those who are accountable, both men and women, if they are able to do so with their body and their wealth. Yes.
