Question:
A man was late for the Jumu'ah prayer and caught the tashahhud, and another man was late for the Jumu'ah prayer and caught the second rak'ah. What is the action in both cases? Does he complete the prayer with four rak'ahs, or two?

Answer:
The one who caught Jumu'ah, who caught a rak'ah of Jumu'ah, has caught it. He adds another one after the imam's taslim. He performs a second rak'ah, then after the tashahhud and supplication, he says the taslim, and his Jumu'ah is complete. This is based on the hadith about him (peace and blessings be upon him) that he said:
Whoever is in time for a Rak'ah of the Friday prayer, or any other prayer, should add another (Rak'ah) to it and his prayer will then be complete.من أدرك ركعة من الجمعة؛ فليضف إليها أخرى، وقد تمت صلاته
Bulugh al-Maram 2:366
and his (peace and blessings be upon him) saying:
Whoever catches a raka of the prayer has caught the prayer.من أدرك ركعة من الصلاة؛ فقد أدرك الصلاة

As for the one who only caught the tashahhud, he prays Zuhr. He missed Jumu'ah. If the sun has passed its zenith, he prays Zuhr. But if the sun has not yet passed its zenith, he does not pray until after the sun passes its zenith. This is because some people may pray Jumu'ah before the sun passes its zenith, as they may hasten. What is recommended for the preachers and imams is to delay until the sun passes its zenith, because the majority of scholars hold that it is not valid except after the passing of the sun, like Zuhr.
Some scholars held the view that it is valid before the passing of the sun, based on evidence that has come regarding this. However, the most cautious course for the believer is to delay until he prays it after the passing of the sun, in order to avoid the difference of opinion. If the latecomer arrives and catches the imam in the tashahhud, and the sun has passed its zenith, he prays four rak'ahs. When the imam says the taslim, he stands up and prays four rak'ahs with the intention of Zuhr.
But if the sun has not yet passed its zenith, he prays two rak'ahs as a voluntary prayer, and then prays Zuhr afterwards in his house, or in the mosque, or in any place. Yes.
