Question:
One of the listening brothers sent a message saying: Is it better for me to take my parents on Hajj, or to open a school to combat illiteracy—may Allah reward you with good? The person asking this question resides in the northern region, and his name is Bilal Ribah?

Answer:
If your father is unable to perform Hajj due to old age, or an illness that is not expected to end, you should perform Hajj on his behalf. This is an act of dutifulness toward him, and its virtue is great. Or, if he wants you to take him on Hajj because he is able to perform it but has no money, and he wants you to take him, then you should also take him on Hajj. This is an act of dutifulness toward him. It becomes obligatory for you to respond to his request if you are able, and you should seek reward from Allah for doing so.
As for prioritizing this over opening a school for the Qur'an, this is a matter for consideration. Perhaps you can do both: fulfill the obligation by performing Hajj on his behalf, or by taking him himself if he is able, while also opening the school, if that is facilitated in the mosque or in a dedicated building.
The closest view for me in such a case is that you start with your father, whether he is unable or able but asking you to fulfill his wish. This is because his Hajj is a great act of dutifulness, and because he has a great benefit and significant gain in it. If you prioritize this, and then afterwards you pursue the school you want, you will have combined both good deeds, if Allah wills.
