Ruling on female teachers traveling outside their city without a mahram

Machine translationRead the Arabic original
Question:
A listener from Dammam (E. F. A.) sent a case stating: I am a teacher at one of the schools in the city of Baqiyah, and I reside in the city of Dammam. We travel daily with a group of teachers in a bus without a mahram. Is this permissible, or is a mahram required? Please issue a ruling, may Allah reward you, may Allah reward you with good.

Answer:
It is obligatory for a woman not to travel except with a mahram; due to the saying of the Prophet (peace and blessings be upon him):
A woman should not travel except with a mahramلا تسافر امرأة إلا مع ذي محرم
Musannaf Ibn Abi Shaybah 9:2565
The presence of other women does not constitute a mahram for her. Her mahram is her husband, her father, her brother, and the like. If the distance between Baqiyah and Dammam is a travel distance of eighty kilometers, or seventy kilometers, or approximately that, then it is not permissible for you to travel without a mahram. This is the correct position held by the majority of scholars.
Some scholars have granted a dispensation for travel if she is in a group of trustworthy women when there is a need. However, it is recommended to avoid this to avoid scholarly disagreement and to act in accordance with the authentic hadith, which is his saying (peace and blessings be upon him):
A woman should not travel except with a mahramلا تسافر امرأة إلا مع ذي محرم
Musannaf Ibn Abi Shaybah 9:2565
This is an explicit text that does not admit of figurative interpretation. Therefore, it is not befitting, and it is not recommended for a woman to be lenient in this matter.
It is obligatory for the General Presidency for Girls' Education to be careful in this regard, and to place teachers in the towns where they reside. Each teacher should live in the town where she teaches, to the extent of her ability and possibility. If she does not live there, her husband, her brother, or her paternal uncle should take her there and bring her back. Yes.

The presenter: May Allah reward you with good. If the matter concerns private schools, for example, private schools?

The Shaykh: Likewise, it is necessary to ensure that teachers are from the town, or that they have mahrams with them, so that the teacher does not fall into what is forbidden. Yes.

The presenter: May Allah reward you with good.
