Question:
Is it permissible to say "La ilaha illa Allah" when washing the face and during wudu? Or is it not required?

Answer:
This is not prescribed; it has no basis. However, one says "Bismillah" at the beginning of wudu, when one first starts to perform wudu, and after finishing, one says:
I bear witness that none has the right to be worshipped but Allah alone, with no partner, and I bear witness that Muhammad is His slave and His Messengerأشهد أن لا إله إلا الله، وحده لا شريك له، وأشهد أن محمدًا عبده ورسوله

As for saying it during wudu, at the limbs of wudu, this is not prescribed. But if one says it without intending that it is prescribed, because one loves the remembrance of Allah, there is no harm in it, by way of loving the remembrance of Allah (Exalted and Majestic is He). But to believe that it is prescribed to say it when washing the hands, when washing the face, there is no evidence for this. Rather, this belief is a religious innovation. But one recites the two testimonies after finishing wudu; when one finishes, one says:
I testify that none has the right to be worshipped but Allah Alone, there are no partners for Him. And I testify that Muhammad is His servant and Messenger. O Allah! Make me among the repentant, and make me among those who purify themselves.أشهد أن لا إله إلا الله وحده لا شريك له، وأشهد أن محمدًا عبده ورسوله، اللهم اجعلني من التوابين واجعلني من المتطهرين
