Question:
This is a letter we received from Riyadh from a person who abbreviated his name as (S. M. D). He says: I left an obligatory act in this year's Hajj, and I am unable to slaughter a sheep in this situation. I ask you to issue a ruling on whether it is permissible for me to fast instead of the sheep, may Allah guide you.

Answer:
If a believer is unable to fast what is obligatory upon him because he is unable to provide the sheep that became obligatory upon him due to leaving an obligatory act—such as one who passed the miqat and entered the state of ihram from other than the miqat—he owes a sacrificial animal. If he is unable to do that, he fasts for ten days, just as with the sacrificial animal for tamattu' and qiran. If he fasts them in Makkah, that suffices him. If he fasts three of them in Hajj before 'Arafah, that is good, and seven when he reaches his home. If he delays them all until he reaches his home and fasts them there, there is no harm. If he is able to provide the sacrificial animal and sends it to Makkah before fasting, and it is slaughtered in Makkah, that suffices him, and praise be to Allah. So he has leeway in the matter: if the sacrificial animal is made easy for him, it is obligatory for him to provide it; if he is unable, it is obligatory for him to fast. If fasting is not made easy for him due to the intense heat of Makkah, or illness, or the like, he delays it until he is there and fasts there. If it is made easy for him to perform three in Hajj, by analogy with the sacrificial animal for tamattu' and qiran, he fasts them here; this is good and involves caution, and seven when he returns to his home. However, if he finds the sacrificial animal after that, before he fasts—if the sacrificial animal is made easy for him and he sends it to Makkah—it suffices him in place of fasting, and praise be to Allah. Yes.
And it is not a condition that he send it to Makkah. I mean: he appoints someone to buy it in Makkah and slaughter it. If he appoints a trustworthy person to buy it in Makkah and slaughter it on his behalf, that is what is required. Yes.
