Question:
The questioner from Algeria says: When a woman is wearing a hijab, if a strange man sees her unintentionally, is this considered forbidden?

Answer:
If it was unintentional, he owes nothing. Allah the Exalted forgives what a person did not intend. When 'Ali (may Allah be pleased with him) asked him about a sudden glance? He said, may the prayers and blessings of Allah be upon him:
Avert your gaze, for you are only entitled to the first glance, not the second.اصرف بصرك، فإنما لك الأولى وليس لك الثانية
Musannaf Ibn Abi Shaybah 6:1183
If he happens to see a woman and looks at her suddenly by chance, he should avert his gaze from her and not follow the first glance with another.
