Question:
Your Eminence is asked about the ruling on one who does not perform the ablution for some of the prayers out of fear of the cold?

Answer:
There is no blame, praise be to Allah, if he is in a state of ablution, then praise be to Allah, the ablution is sufficient for you. But if he is not in a state of ablution, he must perform the ablution, even if it is cold. He should heat the water, praise be to Allah, he should heat the water and perform the ablution. Yes.

The presenter: May Allah reward you with good. If he is far from means of heating, Your Eminence?

The Shaykh: If there is danger for him and the water harms him, he performs the dry ablution. If it is cold and he has nothing with which to heat the water, and the water harms him, he performs the dry ablution, praise be to Allah; it is an excuse.
