Question:
Is it permissible to pray if a person is not in a state of ritual purity, for example if he is in a state of major ritual impurity, and the cold is very severe? What should this person do?

Answer:
If he finds fire, he should heat the water. He should be in a place away from the wind and the cold, in a sheltered place, in a room, in the bathroom, and perform the full ritual bath. However, if there is danger to him, if he does not find water, or if he finds only cold water that he cannot use, or if he has nothing to warm himself with, or if he is in a desert and has nothing to protect him from the danger of the cold, he should perform dry ablution with clean earth. This is like what 'Amr ibn al-'As did when the cold became severe on him during a journey; he performed dry ablution with clean earth and did not perform the full ritual bath for major ritual impurity.
So if there is danger, he performs dry ablution with clean earth, and praise be to Allah. But if he is able to heat the water and be in a sheltered place, in a roofed place, a place where there is no danger, he does so. He knows his own condition best; the danger varies. Yes.
