If water is available, the Muslim is not permitted to perform tayammum; rather, he must use the water, based on the saying of Allah (Glorified and Exalted is He) : [Surat al-Nisa: 43]. And in the authentic hadith: But if the cold is severe, he fears for himself from it, and there is nothing to warm it with, then he has an excuse; because Allah says: [Surat al-An'am: 119]. And He says (peace and blessings be upon him) : [Surat al-Baqarah: 195].
So if the water is cold, and there is nothing to warm it with, then he is not obligated to perform ghusl with the water, because of the danger involved. In that case, he may perform tayammum. This occurred to 'Amr ibn al-'As (may Allah be pleased with him) on one of his journeys. He was in a state of major ritual impurity, and the cold was severe, so he was unable to perform ghusl. He performed tayammum, and the Prophet (peace and blessings be upon him) approved that for him. Yes.
