Question:
A man passed the miqat without entering the state of ihram, and he did not have the value of the sacrificial animal, nor is he able to fast. What should he do?

Answer:
The obligation of the sacrificial animal or fasting remains upon him until he is able to fulfill it. If he entered the state of ihram without having performed the initial ihram, passing the miqat without entering ihram, and then entered ihram from inside Makkah or from the road, he has done wrong. He must repent to Allah, and he owes a sacrificial animal whenever he is able to afford it. If he is unable to do so, he must fast for ten days whenever he is able, just like other debts. It remains a debt like other debts. If Allah settles it for him in this world, that is fine; otherwise, he is excused. And all praise is due to Allah.
