What is the standard for maintaining family ties and severing them?

Machine translationRead the Arabic original
Question:
If someone were to say: I visit my relatives twice a year: on 'Id al-Fitr and on 'Id al-Adha, would he be considered one who severs the family tie?

Answer:
If there is no ill will between him and them, he is not one who severs the family tie. The one who severs the family tie is the one who harms them, or cuts off from them what is obligatory for them in terms of rights; due to their poverty and need, or for matters that are incumbent upon them. However, his maintaining contact with them through correspondence or visits is a means of establishing the family tie.
