Is it permissible for a woman, if she is outside the home and the time for prayer arrives, to wipe over her head covering?

Machine translationRead the Arabic original
The questioner: Now, regarding wiping over the turban, it is narrated from Bilal that the Prophet (peace and blessings be upon him) said:
Wipe over the leather socks and the head covering. امسحوا على الخفَّين والخمار
.

The Shaykh: Yes.

The questioner: Does this apply to my case, if I am outside the home and I am wearing a head covering on my head, and the time for ablution and prayer arrives, and I wipe over my head covering?

The Shaykh : Yes, this is more important than a man wiping over his head covering; it is permissible.

The questioner: It is permissible for me to wipe over my head covering?

The Shaykh : May Allah guide you. I am telling you that this is more important than a man wiping over his head covering; more important, more important.

The questioner: I do not understand, what do you mean?

The Shaykh : Do you not know what the difference is between important and more important?

The questioner : Yes.

The Shaykh : Yes.

The questioner : Yes.

The Shaykh : Well, how is it that you do not understand? Perhaps you do not know that it is permissible for a man

The questioner : Yes.

The Shaykh : to wipe over his head covering; do you know this?

The questioner: No, I do not know.

The Shaykh : This is where you are lacking.

The questioner : Yes.

The Shaykh : If a man has a head covering on his head,

The questioner : Yes.

The Shaykh : it is permissible for him to wipe over it.

The questioner : Yes.

The Shaykh : So I am telling you that for a woman, this is much more important than a man wiping over his head covering.

The questioner : Yes.

The Shaykh : Because it preserves her hair from being exposed.

The questioner : Yes.

The Shaykh : Perhaps you understand now?

The questioner: Yes, may Allah reward you with good. Is this only if there is no possibility of removing her head covering?

The Shaykh : No, it is not a condition.

The questioner: I mean, she can do it even without removing it.

The Shaykh : Or are we talking about the man?

The questioner : Yes.

The Shaykh : Can the man not uncover his head?

The questioner: Yes, he can.

The Shaykh : Yes, that is the case, and yet it is permissible.

The questioner : Yes.

The Shaykh : And that is why I said that for a woman, it is more important.

The questioner: More important.

The Shaykh: Yes.

The questioner: Yes, well, and if, for example, she has pinned her head covering in a certain way and does not want to remove all the pins... and her hand gets wet from the water underneath her hair, but she only wipes underneath her hair.

The Shaykh : They say about us in Syria, "What is this strictness, O Messenger of Allah?" This is a statement of disbelief, because the Messenger of Allah came with ease.

The questioner : Yes.

The Shaykh : Why are you being strict now, since you have learned that it is permissible to wipe?

The questioner : Yes.

The Shaykh : Rather, the man wipes over his head covering, which is not pinned.

The questioner: Yes, I am not asking because, for example, I see a scene in front of me where a woman is doing it; is it permissible or not?

The Shaykh : May Allah guide you. You have taken the permissibility in the form that is easier than it, the head covering that is not pinned.

The questioner : Yes.

The Shaykh : We said it is permissible. Now, if it is pinned, why are you complicating it? Wipe over it and the matter is finished.

The questioner: If Allah wills.
