Ruling on a woman wiping over the head covering and similar items during ablution

Machine translationRead the Arabic original
Question:
Our sister also asks and says: Is it permissible for a woman to wipe over her head from above the clothing on her head?

Answer:
She is not allowed to do that; rather, she must wipe the head itself, just as a man also wipes his head. However, if she is wearing a head covering (khimar) that she has tied under her chin, and it is difficult for her to remove, she may wipe over it for a day and a night if she put it on while in a state of ritual purity. This is like a man who wears a turban while in a state of ritual purity for a day and a night; he may wipe over it for a day and a night after becoming ritually impure, provided it is a turban tied under the chin, because untying it may cause some difficulty. So too with the head covering tied under the chin on a woman, which she has tied and secured on her head and put on while in a state of ritual purity; she may wipe over it for a day and a night, just as with the leather socks. She may wipe over the leather socks for a day and a night, just as a man does.
As for a head covering that is simply draped over the head in the usual way, it is not wiped over. It is removed and the head is wiped. Or a turban she put on while not in a state of ritual purity; she does not wipe over it; she removes it. Or if the time exceeds a day and a night, she removes it, just as a man does.

The presenter: May Allah reward you with good. Some of our sisters who are doctors and nurses wear what they call a hijab. This hijab fits the description you mentioned, which is that it is under the chin and covers the entire head. Is it permissible for such sisters to wipe over this hijab if they put it on while in a state of ritual purity?

The Shaykh: Yes, if they put it on while in a state of ritual purity, and removing it is something that may cause some difficulty, then she may wipe over this hijab, which they call a head covering tied under the chin. Yes.
She wipes over it if it was put on while in a state of ritual purity. The duration of wiping is only a day and a night after becoming ritually impure, meaning she then removes it after the day and night. As for if it was worn while not in a state of ritual purity, she does not wipe over it. Yes.

The presenter: May Allah reward you with good.
