A: This verse is great, and it indicates that the scholars—those who are scholars of Allah, of His religion, of His great Book, and of the Sunnah of His noble Messenger—are the most complete of people in fear of Allah, the most complete in mindfulness of Allah, and the most obedient to Him, the Exalted. So the meaning of [Fatir: 28] is the complete fear [Fatir 35:28]. They are those who knew their Lord by His names and attributes and the greatness of His right, the Exalted and Majestic, and who gained insight into His Shari'ah. They believed in what He has of bliss for those who fear Him and what He has of punishment for those who disobey Him and contravene His command. However, fear varies; they are not all on the same level. The more a believer knows of Allah and is learned in His religion, the more his fear of Allah and the more complete his fear of Him. Likewise, the more a believing woman knows of Allah, of His attributes, and of the greatness of His right, the greater her fear of Allah and the more complete her fear of Him compared to others. And the less knowledge and insight there is, the less fear of Allah and the less fear of Him, the Exalted. People vary in this, even the scholars vary. The more a scholar knows of Allah, and the more upright he is in fulfilling His right and His religion, and the more he knows of His names and attributes, the more complete his fear of Allah is compared to those below him in these qualities. And as knowledge decreases, fear of Allah decreases. But all believing men and women fear Allah, the Exalted and Majestic, according to their knowledge and their degrees in faith. For this reason, He, the Exalted and Majestic, says:[Al-Bayyinah 98:7] Their reward with their Lord is gardens of Eden, with rivers flowing beneath them, to abide therein forever. May Allah be pleased with them, and they with Him. That is for whoever fears his Lord [al-Bayyinah: 7-8]. And He, the Exalted, said: [al-Mulk: 12]. And He, the Exalted, said: [al-Rahman: 46]. They are rewarded for their fear of Allah, even if they are not scholars and are from the common people. But the perfection of fear is for the scholars, due to the perfection of their insight and the perfection of their knowledge of Allah, so their fear of Allah is greater. By this, the meaning of the verse becomes clear, and the difficulty that some people imagine regarding its meaning is removed. And success is from Allah.

إِنَّ الَّذِينَ آمَنُوا وَعَمِلُوا الصَّالِحَاتِ أُولَئِكَ هُمْ خَيْرُ الْبَرِيَّةِ Indeed, those who fear their Lord unseen will have forgiveness and great reward.
إِنَّ الَّذِينَ يَخْشَوْنَ رَبَّهُمْ بِالْغَيْبِ لَهُمْ مَغْفِرَةٌ وَأَجْرٌ كَبِيرٌBut for he who has feared the position of his Lord are two gardens -
وَلِمَنْ خَافََ مَقَامَ رَبِّهِ جَنَّتَانِ
