Exegesis of the saying of Allah the Exalted: (Indeed, only the learned among His slaves fear Allah)

Machine translationRead the Arabic original
This is a message from our brother 'Abdullah Khalifa al-Baladi from Haliy. Our brother is asking a set of questions, among which is a question about the noble verse:
Only those fear Allah, from among His servants, who have knowledge.إِنَّمَا يَخْشَى اللَّهَ مِنْ عِبَادِهِ الْعُلَمَاءُ
[Fatir: 28]. Would you please explain this part of this noble verse to us?
Answer: This is praise from Allah (Glorified and Exalted is He) for the scholars and an indication of the greatness of their status and the greatness of their virtue for the people. The intended meaning here is the scholars of Allah, the scholars of the Shari'ah, the scholars of the Qur'an and the Sunnah, who fear Allah and watch over Him. They are the ones intended here, meaning complete fear:
Only those fear Allahإِنَّمَا يَخْشَى اللَّهَ
[Fatir: 28]. That is, complete fear. Their fear is more complete than the fear of others. Otherwise, every believer fears Allah, and every Muslim fears Allah, but it varies. The fear of the discerning scholars, the scholars of truth, the scholars of the Shari'ah, is not like the fear of the general Muslims; rather, it is more complete and greater.
Therefore, they watch over Allah and teach the servants of Allah, they stand by the limits of Allah, and they carry out the commands of Allah. Their deeds match their words and match their knowledge. They are the most complete of people in fear of Allah (Mighty and Majestic). It does not mean that a believer who is not a scholar does not fear Allah. No; the intent of the Lord (Exalted and Majestic is He) is to restrict perfection, just as He (Exalted and Majestic is He) said:
The believers are only those who, when Allah is mentioned, their hearts become fearful, and when His verses are recited to them, it increases them in faith; and upon their Lord they rely -إِنَّمَا الْمُؤْمِنُونَ الَّذِينَ إِذَا ذُكِرَ اللَّهُ وَجِلَتْ قُلُوبُهُمْ وَإِذَا تُلِيَتْ عَلَيْهِمْ آياتُهُ زَادَتْهُمْ إِيمَانًا وَعَلَى رَبِّهِمْ يَتَوَكَّلُونَ
[Al-Anfal: 2], the verse. It does not mean that the one whose heart does not tremble at the mention of Allah, or whose faith does not increase at the mention of Allah, is not a believer. No, rather the intent is that these are the perfect believers, the believers who have the perfection of faith and the strength of faith.
And so is His saying (Exalted and Majestic is He):
The believers are only the ones who have believed in Allah and His Messenger and then doubt not but strive with their properties and their lives in the cause of Allah. It is those who are the truthful.
[Al-Hujurat: 15]. Its meaning is: the perfect believers whose faith is complete. It does not mean that the one who does not strive in jihad has no faith. Rather, he has faith according to his degree, based on his condition and his capacity.
The intent of all of this is to indicate perfection: the perfection of the fear of Allah and the perfection of faith. Otherwise, all believers, men and women, even if they are not scholars, have fear of Allah, and they have faith, and they have mindfulness of Allah. But the strivers and those who have knowledge of the Book and the Sunnah are more complete in faith than others, and greater in faith, because of the great good and the great fear that occurred in their hearts, which led them to teach people good, act upon it, and make their words truthful with their deeds. And their fear of Allah led them to hasten to jihad in His path and to be patient in offering their souls for martyrdom; because they know that this is obedience to Allah and His Messenger. Yes.
