The Shaykh : It is not true. Rather, if we know that the mu'adhdhin does not call to prayer except when the dawn has appeared, it is obligatory for us to abstain from the moment he calls, based on the saying of the Prophet (peace and blessings be upon him):
Bilal announces Adhan during the night, so you eat and drink, till you hear the Adhan of Ibn Umm Maktum إن بلالاً يؤذن بليل فكلوا واشربوا حتى تسمعوا أذان ابن أم مكتوم فإنه لا يؤذن حتى يطلع الفجر

However, if the mu'adhdhin does not call to prayer at the exact time of dawn but rather estimates it, a person may eat and drink even if the adhan is being called. But one should not be negligent in this matter, saying, "The mu'adhdhin is estimating, and I will eat until I know for sure that the dawn has appeared." This is because, in our current time, a person cannot know the appearance of dawn due to the lights on the horizon that prevent a person from seeing the dawn.
