The Shaykh : Stopping eating and drinking for the fasting person is tied to the dawn, not to the adhan. This is because the Prophet (peace and blessings be upon him) said:
Indeed, Bilal calls to prayer at night to wake up your sleepers and send back your standers, so eat and drink until you hear the adhan of Ibn Umm Maktum, for he does not call to prayer until the dawn appears. إن بلالاً يؤذن بليل ليوقظ نائمكم ويرجع قائمكم، فكلوا واشربوا حتى تسمعوا أذان ابن أم مكتوم فإنه لا يؤذن حتى يطلع الفجر

If the mu'adhdhin does not call to prayer except when the dawn has appeared, then it is obligatory for a person to stop eating and drinking from the moment he hears the adhan. However, if the mu'adhdhin calls to prayer according to his clock and the time set for him, specifically a time set without observing the dawn, then there is no blame on him if he eats and drinks even if the mu'adhdhin is calling to prayer, but he should not overdo it.
