The second question from our brother from Sudan, residing in Qatar, regarding children: are they obliged to wear the ihram garments during 'Umrah or Hajj?
Answer: Yes, children are like adults. If their guardian, who is responsible for them in the journey—such as their father, mother, or brother who is responsible for them in this journey in which he is performing Hajj with them—takes charge of their ihram, then if they are under seven, he intends the ihram on their behalf. If they are over seven, they are ordered to enter ihram and they know what is required. For the one over seven who knows, it is said to him, if he is a male: "Take off the sewn clothes and wear an izar and a rida, and uncover your head." If he is a small child under seven, his head is uncovered and he is dressed in a piece of ... and stripped of the shirt and t-shirt, for example, and the trousers, and wrapped in the wrapping cloth, and it is secured on him until he completes his 'Umrah or Hajj.
Likewise, the older child over seven is taught by his guardian; it is said to him: "Do this, do this, and do this." As for the female, there is no such requirement; her ihram is on her face. She must wear whatever clothes she wishes. She enters ihram in her ordinary clothes. If she enters ihram in clothes that are not eye-catching—meaning, not beautiful—that is more preferable and better so that she does not draw attention and so that she does not cause temptation in anyone; because she mixes with people, and something of these clothes that may tempt people might become apparent from her.
Likewise, the young girl wears clothes suitable for the occasion, without much adornment, but ordinary clothes, and she uncovers her face because she is young. If she is of the age where the face is covered, such as a teenager or an adult, her face is covered with the khimar they have with them, without a niqab. The niqab is prohibited, as well as any clothing made for the face that has an opening for the eye or the eyes. Some people wrap it around the face, making a face cover that fits it, covering the nose, mouth, and forehead, while the eyes remain visible. All of this is prohibited. She covers her face with the khimar or something similar, as Aisha (may Allah be pleased with her) said:
We were with the Prophet (peace and blessings be upon him) during Hajj, and whenever men approached us, one of us would lower her khimar over her face, and when they moved away from us, we would uncover it.كنا مع النبي ﷺ في الحج وكنا إذا دنا منا الرجال سدلت إحدانا خمارها على وجهها، فإذا بعدوا عنا كشفنا
