This is something for which we know no basis. The One who distributes provisions is Allah alone (Glorified and Exalted is He). He is the Provider, the Possessor of strength, the Firm (Exalted and Majestic is He). He is the One who distributes provisions among His servants at all times, not only after the Fajr prayer. Rather, He distributes His provisions among His servants at night and day, at the beginning of the day, in its middle, at its end, and at all times (Glorified and Exalted is He). He is the One who distributes provisions among His servants by His command (Exalted and Majestic is He) and His decree (Glorified and Exalted is He), and by the causes He has commanded and the deeds He has called to (Glorified and Exalted is He).
We do not know of any blame in sleeping after the Fajr prayer. However, it is better for one who sits seeking forgiveness from Allah and remembering Allah. The Prophet (peace and blessings be upon him) used to sit until the sun rose, remembering Allah (Glorified and Exalted is He). In this there is great virtue.
