Answer:
The Farewell Tawaf is obligatory for pilgrims when they leave Makkah to return to their countries. It is called a farewell because it is the last thing; for he performs tawaf when traveling, as if he is bidding farewell to the House thereby, just as a person bids farewell to his relatives when traveling. So, if he intends to travel from Makkah, he bids farewell to the House by performing tawaf of seven circuits around the House when traveling to his country. This is specific to pilgrims.
As for 'Umrah, a farewell is not obligatory for it, but if he performs tawaf, there is nothing wrong with it, though it is not obligatory. A woman in menstruation does not have a farewell, and a woman in postpartum bleeding does not have a farewell. Ibn 'Abbas said: "The people were commanded that their last act be with the House, except that it was made easier for the menstruating woman." Likewise, there is no farewell required for the woman in postpartum bleeding. Yes.
