Question:
Some people come to Hajj and do not go directly to the Haram; they go to Mina on the eighth day, so they do not perform the arrival tawaf and delay it until the tawaf of ifadah?

Answer:
This is what should be done; this is contrary to the Sunnah. The Sunnah is to arrive in Makkah, perform the arrival tawaf, run in the three intervals, and perform sa'y, and to perform sa'y first as well. Then, when he descends from Mina on the Day of Sacrifice, the tawaf of ifadah remains for him. However, if he is in a state of ihram for Hajj alone or for qiran, he remains in his state of ihram.
