If he is able to perform Hajj, he must perform it, even if it is a second time; because Allah (Exalted and Majestic is He) said: [Al-Mumtahanah: 12]. If the Messenger is not to be disobeyed in what is good, then people are even less to be disobeyed in what is good, but they are to be disobeyed in what is not good: Sunan Abi Dawud 2625Sahih (Al-Albani). So, if his father orders him not to perform Hajj while he is able to do so, he must perform Hajj.
As for if his father is the one who will take him on Hajj and says to him: "No, wait, I will take you on Hajj now," and he owes nothing, he should be patient; because he is poor.

That is, he should do what he can of good conduct with his father. If his father persists in a way that nothing is of use, he should perform Hajj even if he does not obey, if he is able.
