Question:
When does the fasting begin for one who cannot afford the sacrificial animal in tamattu'?

Answer:
He begins fasting from the time he exits the state of ihram from his 'Umrah, even if it is in Dhul-Qa'dah, or even in Shawwal. He fasts three days. As for the seven, it is better to postpone them until he returns to his country. If he fasts them in Makkah, there is no harm; for Allah says:
then a fast of three days during Hajj and of seven when you have returned [home]. Those are ten complete [days]فَصِيَامُ ثَلَاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ تِلْكَ عَشَرَةٌ كَامِلَةٌ
[al-Baqarah: 196].
It is better to fast the three days before 'Arafah, so that he is not fasting on the Day of 'Arafah. This is the best. If that is not feasible for him, because he hoped to buy the animal but was unable to, he fasts the days of Tashriq as a specific dispensation for one who is unable to provide the sacrificial animal. He fasts the days of Tashriq only, unlike other people; for they are days of eating and drinking, days of remembrance, and days of slaughtering. It is not permissible for anyone to fast them except for one who is unable to provide the sacrificial animal and was not able to fast before 'Arafah.
