Fatwa number ( 20202 )
Q: Indeed,I performed 'Umrah in the blessed month of Ramadan last year, 1417 AH, and I forgot, so I did not shave or shorten my hairand I broke my state of ihram and leftMakkahtoal-Ta'ifand on the second night I wanted to perform a second 'Umrah, but some people said: it is not permissible. So I entered the state of ihram and intended the 'Umrah for one of my friends. Now I am sending this to you, and a full year has passed since my 'Umrah, and I am married. I want you to inform me if there is a ruling regarding my first 'Umrah.
A: The 'Umrah is valid. You must take off your clothes and put on the clothes of ihram, and shave or shorten your hair with the intention for the first 'Umrah. You must offer a sacrificial animal (dam) for the sexual intercourse that occurred before the shortening. It suffices to slaughter it as an 'Id sacrifice in the Noble Makkah and distribute it to the poor.
And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
