What is the meaning of: {So as for those who have failed, they will be in the Fire, and for them therein is a sighing and a gasping}?

Machine translationRead the Arabic original
The question: The first message in this episode is a message that reached the program from Riyadh, sent by our brother Abu Salah al-Din. Our brother began his message by saying: I would like to offer you abundant thanks after Allah, and I call upon Allah to forgive you, guide your steps, and bless you in your lifetimes.
Second: I would like you, may Allah reward you with good, to convey my greetings and salutations to all the scholars participating in this program, specifically His Eminence the noble father Shaykh 'Abd al-'Aziz ibn Baz. I inform him that, by Allah, I love him for the sake of Allah, and I constantly pray for him in his absence that Allah will gather us in Paradise. May Allah make you among its people, and the Muslims, amen. After that: I have several questions about which I would like answers, and we offer you our prayers:
First: I request an explanation of the meaning of this verse in which I have been greatly confused in understanding its meaning, and the stronger opinion in its interpretation. The Truth, Blessed and Exalted is He, says: I seek refuge in Allah from the accursed Shaytan:
(106) As for those who were [destined to be] wretched, they will be in the Fire. For them therein is [violent] exhaling and inhaling. (107) [They will be] abiding therein as long as the heavens and the earth endure, except what your Lord should will. Indeed, your Lord is an effecter of what He intends. (108) And as for those who were [destined to be] prosperous, they will be in Paradise, abiding therein as long as the heavens and the earth endure, except what your Lord should will - a bestowal uninterrupted.
[Hud: 106-108]. Is it understood from this that whoever enters Paradise will exit from it if Allah wills? And have these two verses been abrogated by something from the Qur'an, since they were revealed in a Meccan surah?
The answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send prayers and peace upon the Messenger of Allah, and upon his family and his Companions, and upon whoever follows his guidance. As for what follows:
I thank the questioner for his prayers for his brothers the Shaykhs, and I ask Allah to accept his supplication and to guide everyone to what pleases Him. I also thank him for his love for me for the sake of Allah, and I say: May Allah love him who loved me for His sake.
As for the question: The two verses are not abrogated, but they are clear and decisive. And His saying, Exalted and Majestic:
except what your Lord should willإِلَّا مَا شَاءَ رَبُّكَ
[Hud:108]. The scholars differed in explaining the meaning of that, while agreeing that the bliss of the people of Paradise is permanent forever, it does not end, it does not cease, and they do not exit from it. For this reason, He said after it, Exalted is He:
a bestowal uninterrupted.
[Hud:108] to remove what some people might imagine, namely that there is an exit. So they are eternal in it forever, and this gift is not cut off, meaning: it is not severed. For this reason, in other verses, this meaning is clarified, and He says, Exalted is He:
Indeed, the righteous will be within gardens and springs.
[Al-Hijr 15:45]
Enter it in peace and security [Al-Hijr:45-46]. His saying: (in security) means: secure from death, secure from exiting, and secure from illnesses, sorrows, and all distress.
And We will remove whatever is in their breasts of resentment, [so they will be] brothers, on thrones facing each other.
[Al-Hijr 15:47]
No fatigue will touch them therein, nor will they be taken out of it [Al-Hijr:47-48]. So they are permanent in it and do not exit.
And He said :
(51) Indeed, the righteous will be in a secure place; (52) Within gardens and springs, (53) Wearing [garments of] fine silk and brocade, facing each other. (54) Thus. And We will marry them to fair women with large, [beautiful] eyes. (55) They will call therein for every [kind of] fruit - safe and secure. (56) They will not taste death therein except the first death, and He will have protected them from the punishment of Hellfire (57) As bounty from your Lord. That is what is the great attainment.
[Ad-Dukhan: 51-57].
So He, Exalted is He, informed that the people of Paradise are in a secure station that is not subject to ruin or cessation, and that they are also safe, so there is no danger upon them from death, illness, exiting, sorrow, or anything else, and that they do not die forever. So it is known by this that the people of Paradise are eternal. His saying:
except what your Lord should willإِلَّا مَا شَاءَ رَبُّكَ
[Hud:107]. Some of the scholars said: Its meaning is the duration of their stay in the graves. These are not in Paradise, even though the believer is in a garden of its gardens and in bliss, but that is not the Paradise itself; rather, it is something of Paradise. For a door to Paradise is opened to the believer in his grave, and he receives from its breeze, its fragrance, and its bliss, but it is not the place of Paradise; rather, he is transferred to it thereafter to the Paradise above the heavens, in the highest place.
And some of them said the meaning of
except what your Lord should willإِلَّا مَا شَاءَ رَبُّكَ
[Hud 11:107]
is: the duration of their stay at the Place of Standing for the reckoning and reward. This is excepted after their exit from the graves, for after that they are transferred to Paradise.
And some of them said: The combination of both matters, the duration of their stay in the graves, and the duration of their stay at the Place of Standing and their crossing of the Sirat. All these times are additional; they are not in Paradise, but they are transferred from them to Paradise. So His saying:
except what your Lord should willإِلَّا مَا شَاءَ رَبُّكَ
[Hud 11:107]
means: except for the time of their stay in the graves, and except for the time of their stay at the Place of Standing, and except for the time of their crossing of the Sirat. So in this state, they are not in Paradise, but they are being transferred to it and journeying to it. And by this, it is known that the station is a clear station in which there is no doubt, no uncertainty, and no ambiguity. So the people of Paradise are blessed in it and eternal forever, with no death, no illness, no exiting, no distress, no sorrow, no menstruation, no post-natal bleeding, and nothing of distress forever, but rather in permanent bliss and permanent good.
Likewise, the people of the Fire are eternal in it forever, they do not come out of it, and it is not destroyed either, but it remains and they remain in it. And His saying:
except what your Lord should willإِلَّا مَا شَاءَ رَبُّكَ
[Hud 11:107]
, it was said regarding this: the duration of their stay in the graves, or the duration of their standing in the Place of Standing, just as mentioned previously regarding the people of Paradise, and after that they are driven to the Fire and are eternal in it forever. We ask Allah for safety, as He said in Surat al-Baqarah:
Thus will Allah show them their deeds as regrets upon them. And they are never to emerge from the Fire.
[Al-Baqarah: 167], and He said in Surat al-Ma'idah regarding the disbelievers:
They will wish to get out of the Fire, but never are they to emerge therefrom, and for them is an enduring punishment.
[Al-Ma'idah: 37].
Some of the Salaf said: That the Fire has a limit and an end, after thousands of years and many ages have passed over it, that it ends and that they die or exit. This is a saying that is of no value according to the people of the Sunnah and the community; it is a weak saying. And what the majority of the people of the Sunnah and the community and the preponderant majority of the people of the Sunnah and the community hold is that it remains forever, and that they do not exit from it, and that it does not also become ruined, but rather it remains forever, due to the apparent meaning of the Noble Qur'an and the apparent meaning of the Sunnah from the Prophet (peace and blessings be upon him). We ask Allah for safety and well-being. Yes.
The presenter: May Allah reward you with good. That interpretation, Your Eminence, which you were gracious enough to present, and you said: It is the saying of many scholars. Does it have a basis from the hadiths or from the Noble Qur'an...
The Shaykh: Meaning the ruin of the Fire?
The presenter: No, regarding the word "will" in the two verses?
The Shaykh: It is general. This is general. This is from the ambiguous.
except what your Lord should willإِلَّا مَا شَاءَ رَبُّكَ
[Hud 11:107]
, this is from the ambiguous. For this reason, their interpretation of it differed, but they are certain that it is before their entry into Paradise, meaning this is excepted before their entry into Paradise. So either it means their stay in the graves or their stay at the Place of Reckoning. And as for after their entry into Paradise, they do not exit from it forever by the consensus of the Muslims.
The presenter: May Allah reward you.
