Question:
What is the ruling on taking a fee for reciting the Qur'an, and for teaching the Qur'an? And what is the ruling on reciting it over the deceased?

Answer:
This requires a detailed explanation: As for recitation, more than one scholar has mentioned the consensus of the scholars on the prohibition of taking a fee for recitation, such as saying: "Read this much for me for such and such," or "Read for the deceased for such and such." This is not permissible. It is not permissible to contract for recitation of a part, or two parts, for a person, or for a specific deceased person. This is not permissible.
As for teaching, there is no harm in it according to the correct view, such as contracting with a person to teach in a school, or to study in a school for students for a known amount each month; there is no harm in this; because he needs this thing, and the Prophet (peace and blessings be upon him) said:
You are most entitled to take wages for doing a Ruqya with Allah's Book.إن أحق ما أخذتم عليه أجرًا كتاب الله
Sahih al-Bukhari 5737
So, teaching, and reading to the sick, there is no harm in taking a fee for this. As for mere recitation, no.

Question: Reciting it over the dead?

Answer: As for reciting it over the dead, it is not permissible. When the deceased dies, it is over; he does not hear the Qur'an, nor does he benefit from the Qur'an. But one should supplicate for him with forgiveness and mercy, supplicate for him, and give charity on his behalf; there is no harm in that. As for reciting to him, or reciting for the deceased, this has not come in the texts. Some scholars said: if one reads, it ascends to him; there is no harm, but it is a view without evidence.

So the first: Leave that, but supplicate for him with good, mercy, and forgiveness, and give charity on his behalf. This is what the scholars agreed upon: that the deceased benefits from charity and from supplication.
Likewise, he benefits if his debt is paid off on his behalf. He benefits from that if someone performs Hajj on his behalf, if the fasting he died without having fasted is made up for him, if Allah had excused him and he did not fast, and he was negligent, and someone fasted on his behalf. All of this is beneficial.

Question: And at the time of death?

Answer: Reciting the Qur'an is beneficial at the time of death; because he is conscious and understands.

Question: Regarding the Western region, do they recite over the deceased for all three days?

Answer: May Allah guide everyone. We have written many writings—may Allah be pleased with us.
