Q2: What is the ruling for one who intends to enter Makkah to retrieve his belongings and other items from it, while he is traveling to another country? Given that he performed 'Umrah recently in the month of Rajab, is he required to enter the state of ihram and perform 'Umrah, or is there no obligation on him ?
A2 : If one passes by any of the miqat boundaries whose designation is established from
the Messenger of Allah (peace and blessings be upon him), or passes by them by air or by land, and he intends to perform Hajj or 'Umrah, it is obligatory for him to enter the state of ihram. If he does not intend to perform Hajj or 'Umrah, it is not obligatory for him to enter the state of ihram. If he passes them without the intention of Hajj or 'Umrah, and then initiates Hajj or 'Umrah from Makkah or Jeddah , he enters the state of ihram for Hajj from the place where he initiated it, such as Makkah or Jeddah . As for 'Umrah, if he initiates it outside the Haram , he enters the state of ihram from where he initiated it. If he initiates it from inside the Haram , he must go out to the nearest point of the halal area and enter the state of ihram from there for 'Umrah. It is not established in the Shari'ah to specify a period of forty days, a week, or otherwise between one 'Umrah and the one before it. Therefore, one who desires to perform 'Umrah may repeat it several times in a year without adhering to a specific period between one 'Umrah and another. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
