Praise be to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the Grand Mufti from the Honorable Director General of the branch of the General Presidency for the Prohibition of Evil and the Commanding of Good in the 'Asir region, via his letter No. (2751 \ 9\24) dated 9\7\1417 AH, which was referred to the Committee
by the General Secretariat of the Council of Senior Scholars with No. (3912) dated 14\7\1417 AH. His Excellency asked a question, the text of which is as follows: I am sending to Your Eminence, attached, what we received from the Head of the Hail Province Authority via his letter No. (173\28) dated 7\7\1417 AH, containing observations regarding the names of some expatriates, namely: 1 - Muhammad Kalim Allah. 2 - Mahbub Allah Abu al-Bashar. Attached are copies of their residency permits. We hope you will direct us to what you see fit regarding this, and what you propose for changing these non-compliant names. May Allah preserve you and guide your steps on the paths of good.

After studying the inquiry, the Committee responded as follows: As for naming someone "Kalim Allah" (Speaker of Allah), it is not permissible; because it is a title specific to the Prophet of Allah Musa (peace be upon him), who truly spoke to Allah the Exalted. And naming someone "Abu al-Bashar" (Father of Mankind) is also not permissible; because it is specific to Adam, and likewise Noah (peace and blessings be upon them both), and it corresponds to reality, whereas applying it to anyone else is a lie. As for naming someone "Mahbub Allah" (Beloved of Allah), there is no harm in it; because it does not contain any religious prohibition. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad and his family and companions.
