Q91: The female questioner, may Allah preserve her, says in her question: Allah the Exalted says:
(106) As for those who were [destined to be] wretched, they will be in the Fire. For them therein is [violent] exhaling and inhaling. (107) [They will be] abiding therein as long as the heavens and the earth endure, except what your Lord should will. Indeed, your Lord is an effecter of what He intends. (108) And as for those who were [destined to be] prosperous, they will be in Paradise, abiding therein as long as the heavens and the earth endure, except what your Lord should will - a bestowal uninterrupted.فَأَمَّا الَّذِينَ شَقُوا فَفِي النَّارِ لَهُمْ فِيهَا زَفِيرٌ وَشَهِيقٌ (106) خَالِدِينَ فِيهَا مَا دَامَتِ السَّمَاوَاتُ وَالْأَرْضُ إِلاَّ مَا شَاءَ رَبُّكَ إِنَّ رَبَّكَ فَعَّالٌ لِمَا يُرِيدُ (107) وَأَمَّا الَّذِينَ سُعِدُوا فَفِي الْجَنَّةِ خَالِدِينَ فِيهَا مَا دَامَتِ السَّمَاوَاتُ وَالْأَرْضُ إِلاَّ مَا شَاءَ رَبُّكَ عَطَاءً غَيْرَ مَجْذُوذٍ

A91: These two verses, and what precedes them, are in the description of the Day of Resurrection. Allah the Exalted said:
(103) Indeed in that is a sign for those who fear the punishment of the Hereafter. That is a Day for which the people will be collected, and that is a Day [which will be] witnessed. (104) And We do not delay it except for a limited term. (105) The Day it comes no soul will speak except by His permission. And among them will be the wretched and the prosperous. (106) As for those who were [destined to be] wretched, they will be in the Fire. For them therein is [violent] exhaling and inhaling.إِنَّ فِي ذَلِكَ لَآيَةً لِمَنْ خَافَ عَذَابَ الْآخِرَةِ ذَلِكَ يَوْمٌ مَجْمُوعٌ لَهُ النَّاسُ وَذَلِكَ يَوْمٌ مَشْهُودٌ (103) وَمَا نُؤَخِّرُهُ إِلاَّ لِأَجَلٍ مَعْدُودٍ (104) يَوْمَ يَأْتِ لاَ تَكَلَّمُ نَفْسٌ إِلاَّ بِإِذْنِهِ فَمِنْهُمْ شَقِيٌّ وَسَعِيدٌ (105) فَأَمَّا الَّذِينَ شَقُوا فَفِي النَّارِ لَهُمْ فِيهَا زَفِيرٌ وَشَهِيقٌ

. Allah, Glorified and Exalted is He, informs that people will be divided on this great day into two groups: the wretched and the happy. Then He explained the recompense of the wretched and the recompense of the happy, so He said:
(106) As for those who were [destined to be] wretched, they will be in the Fire. For them therein is [violent] exhaling and inhaling. (107) [They will be] abiding therein as long as the heavens and the earth endureفَأَمَّا الَّذِينَ شَقُوا فَفِي النَّارِ لَهُمْ فِيهَا زَفِيرٌ وَشَهِيقٌ (106) خَالِدِينَ فِيهَا مَا دَامَتِ السَّمَاوَاتُ وَالْأَرْضُ

The exegetes differed regarding the meaning of the saying of Allah the Exalted:
as long as the heavens and the earth endureمَا دَامَتِ السَّمَاوَاتُ وَالْأَرْضُ
[Hud 11:107]
. It was said that this follows the style of the Arabs, for when the Arabs wish to describe something as permanent, they say: “This is permanent as long as the heavens and the earth last”; so the intended meaning here is absolute permanence, as is the custom of the Arabs in their styles. It was also said that it refers to the genus of the heavens and the earth; because the Hereafter also has a heaven and an earth, but not this heaven and not this earth that exist now; because Allah says:
[It will be] on the Day the earth will be replaced by another earth, and the heavens [as well], and all creatures will come out before Allah, the One, the Prevailing.يَوْمَ تُبَدَّلُ الْأَرْضُ غَيْرَ الْأَرْضِ وَالسَّمَاوَاتُ وَبَرَزُوا لِلَّهِ الْوَاحِدِ الْقَهَّارِ
[Ibrahim 14:48]
, so the intended meaning of the earth and the heavens here is the genus, even though the meaning is different. The meaning is that these disbelievers will not exit this Fire forever, and that they are abiding in it. As for the exception in the saying of Allah the Exalted:
except what your Lord should willإِلاَّ مَا شَاءَ رَبُّكَ
[Hud 11:107]
, in the two verses, the intended meaning of the exception in the first verse, according to the exegetes, is that
the intended meaning of this exception is: the sinners among the monotheists who enter the Fire because of their sins; for they will not abide in it forever, and they are excepted from the abiding, and the abiding is exclusive to the disbelievers and the polytheists. As for the sinners among the monotheists, even if they enter the Fire, they are excepted from abiding in it, except as your Lord wills, by His causing them to exit it either through the intercession of the intercessors by the permission of Allah, or through the pardon of Allah, Mighty and Majestic, for them. So the intended meaning of the exception here is the people of tawhid (the oneness of Allah). As for the exception in the saying of Allah the Exalted:
And as for those who were [destined to be] prosperous, they will be in Paradise, abiding therein as long as the heavens and the earth endure, except what your Lord should will - a bestowal uninterrupted.وَأَمَّا الَّذِينَ سُعِدُوا فَفِي الْجَنَّةِ خَالِدِينَ فِيهَا مَا دَامَتِ السَّمَاوَاتُ وَالْأَرْضُ إِلاَّ مَا شَاءَ رَبُّكَ عَطَاءً غَيْرَ مَجْذُوذٍ
[Hud 11:108]
, there are two opinions among the exegetes: that the intended meaning is also the sinners among the monotheists who entered the Fire, so they have a portion of the abiding and permanence in Paradise, due to their remaining for a period in the Fire before entering Paradise. It was also said that the intended meaning of the exception here is that their entry into it is not obligatory; rather, it is realized by the will of Allah, Mighty and Majestic, so they abide in it
by the will of Allah, Mighty and Majestic, and their abiding in it is not from the category of obligation.
