Q4: I have sums of money with some relatives and friends as loans. Due to their difficult circumstances, they have not been able to return them to me, and it has been a long time, some for two years or more. Is it permissible for the beneficiary to pay zakah on it, or should I pay zakah on it, or is the zakah on it waived until the amount is returned to me?
A4: The zakah on the sums of money you are owed by people is obligatory for you every year, unless these sums are with people who are unable to pay and you do not know whether they will be returned to you or not. In that case, the zakah on them is not obligatory for you until you receive them and a lunar year of possession has passed for you. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
