Q: My daughter has zakah to pay, and her brother is an employee with a wife and two children. He has a plot of land granted by the state and wishes to build on it, if Allah wills. He has applied for a loan from the Real Estate Development Fund, and his sister wants to help him by depositing her zakah with him so that when he begins building, if Allah wills, she can give him the assistance. Is this permissible? Please note that these amounts are not paid to him annually; rather, they will be kept in trust for him until he begins building after receiving the loan, if Allah wills. I ask Allah, then your Eminence, to issue a ruling on this.
A : It is permissible for a woman to pay her zakah to her brother if he is poor
to build a house with it or to benefit from it in any of his necessary needs. In fact, that is better than paying it to a non-relative. However, the zakah must be paid every year immediately, and he collects it to build a house to live in or to meet his needs with it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
