Q: We ask you, O Shaykh, about the ruling on giving zakah to the Cooperative Offices for Da'wah and Guidance, which are spread throughout the Kingdom, praise be to Allah. If it is permissible, is it permissible to spend it on the office's activities, or is it restricted to being paid to new Muslims and those who wish to enter Islam, in order to win their hearts? Please inform us; may Allah reward you and may Allah reward you with good.
A: It is obligatory to spend zakah in the categories designated by Allah (Glorified and Exalted is He)
in His saying:[At-Tawbah 9:60] ... the verse. The one paying zakah must pay it to its recipients himself, or appoint someone he trusts who will spend it in those categories on his behalf. It is not permissible to spend it on books or other charitable projects, because this contradicts the explicit text of the noble verse, and those mentioned are not considered among "those whose hearts are to be reconciled," because the intended meaning of "those whose hearts are to be reconciled" are the noble leaders who are obeyed in their communities. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
