The fifteenth question from the fatwa number ( 18762 )
Q 15: There is a man who goes to the mosque for the Fajr prayer, an hour or half an hour before the adhan, and the mosque is not close to his home. He has two sons and their mother. When the prayer ends and he comes home, he wakes up his children and they pray at home. Is that permissible for him, and is the responsibility for the children on their mother?
A 15: It is not permissible for the father to go out to pray and leave his children at home not praying with the congregation. Rather, it is obligatory for him to wake them up and order them to pray, or to order someone to wake them up, such as their mother or another person, if he goes out early. This is based on the saying of the Prophet (peace and blessings be upon him):Sunan ad-Daraqutni 3:5 and his saying (peace and blessings be upon him): Sahih al-Bukhari 2751 . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

مروا أولادكم بالصلاة لسبع، واضربوهم عليها لعشر، وفرقوا بينهم في المضاجعAll of you are guardians and responsible for your charges: the Ruler (i.e. Imam) is a guardian and responsible for his subjects; and a man is a guardian of his family and is responsible for his charges
كلكم راع ومسئول عن رعيته، والإمام راع ومسئول عن رعيته، والرجل راع على أهل بيته ومسئول عن رعيته
