The second question of Fatwa No. ( 17575 )
Q2: We have a school with nine thousand and two hundred students, and it has a water tank that is sufficient for the entire year. However, those in charge of the tank close it, claiming that it will run out if the students perform wudu from it. When the time for the midday prayer arrives, the students perform tayammum with dust and pray on the roof of that tank. Is the prayer of these students for eight months valid with tayammum, or
what should they do? May Allah reward you.
J 2 : The prayer of the aforementioned students is not valid, as prayer by tayammum (dry ablution) is obligatory for them; because they have access to water since they are in the town. Tayammum is only valid when water is absent, or when one is unable to use it. These individuals, if they are prevented from using the water from the tanks, are in a town and are able to request water from others. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
