Making Use of the Lower Ground of the Mosque

Q: We are the residents of Wadi Sadrid, Banu 'Amr , al-Nammas Governorate . We have a large mosque currently under construction. Given that the terrain of the mosque site is uneven, we have coordinated with the engineering office to utilize the lower part of the land as housing for the imam and the mu'adhdhin, restrooms, and rooms for washing and shrouding the dead. This will bring the surface level in line with the upper plot, so that it becomes part of the prayer hall. Work is currently proceeding on this basis, but some of the brothers have disliked having housing and restrooms under the mosque, and so on. In fact, some have said it is not permissible. Question: Is it permissible to utilize this lower part of the mosque floor for what has been allocated in the approved plan by the Endowments of the 'Asir Region, namely housing for the imam and the mu'adhdhin, restrooms, washing and shrouding the dead, and a storage room? Please inform us, may Allah reward you with good.
A: If the matter is as described in the question, there is no harm in utilizing the lower side of the land on which the aforementioned mosque is built, by making it facilities for the mosque, such as a house for the imam and the mu'adhdhin, a restroom, and rooms for washing and shrouding the dead, so that the surface of these facilities is level with
the floor of the mosque; for this is in the interest of the mosque. May Allah guide everyone to what is good. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
