Q 1: Is it permissible to refuse treatment for a patient who is mentally and physically retarded, if his treatment would result in a cost to the state that could be spent on another patient who is more beneficial to society? It is known that the first one, i.e., the retarded person, is of no social benefit whatsoever, but is considered a burden medically, and the expenditure on him may reach one million riyals. If these amounts were spent on others, it would be more medically justified, in addition to the family and the occupation of the bed and the matters that follow, which affect the treatments of others, due to the high expenditure on this patient, and this money is from the hospital budget with scarce revenues?
A 1 : It is not permissible to refuse treatment for the mentally and physically retarded if his recovery is expected, even if his treatment incurs a high cost, if it is affordable; because he has sanctity, and it is not looked at as being of no benefit due to his mental or physical retardation; because this does not negate his sanctity
